Analysis of State Approaches to Cost-Effectiveness Testing
This paper analyzes how selected benefits and costs of energy efficiency, flexible load management, and electrification distributed energy resources (DERs) are treated in cost-effectiveness tests in jurisdictions across the United States and discusses how this research could inform Vermont’s energy efficiency utility (EEU) cost-effectiveness practices.
